Letter of Recommendation to have a West Virginia License

This is another doctor who was an "expert" at the SOAH hearing.
As you can see, he questions the TSBME's allegations.

Dear Board:

This is a letter of recommendation for Dr. Roland Chalifoux, who is currently applying for licensure in the state of West Virginia.

I have known Dr. Chalifoux for over ten years. My relationship with him began during our fellowship at Allegheny General Hospital in 1993 and 1994. I have remained in professional contact with him since that time. It is my opinion that Dr. Chalifoux possesses high moral character and performs outstanding surgery. His primary interest has been with reconstructive spine surgery. He has been involved with cranial surgery and is competent to perform those procedures necessary in a general neurosurgical practice. He has excellent technical skills and manages his patients appropriately.

I am aware of Dr. Chalifoux’s situation in Texas in its entirety. I have also testified and reviewed his cases for that matter. It was my opinion that the cases presented to the state board of professional regulation did not entail any deviation from standard of care, but differences in opinion. The cases presented to the state board by the professional neurosurgical witness were managed by Dr. Chalifoux in a manner similar to the reconstructive spine surgeons in our program here. It was my opinion that these cases were being misrepresented to the state board. It should be noted that I did not charge Dr. Chalifoux or the state board of professional regulation for my testimony in this matter.

My experience with Dr. Chalifoux leads me to believe that he is a fine surgeon who does a very good job with regard to surgery and patient care. I give him a high recommendation towards his licensure in West Virginia.
